Could be I have commented it not clear enough:
I don't change the language of LO. I chose in the Text-Import dialog Fields →
Column Type → US English for every field. You could chose this with every
language you use. 
My default-language is German. So when I let it be "Standard" with my
default-language it doesn't work, because the dot isn't a decimal-separator in
German. It's a thousands-separator. So all values with 3 decimal places will be
changed to numbers without any decimal places, because it is interpreted as a
number with a thousands-separator. And all other numbers of the example will be
changed to text.
You must change the Column-Type for this numbers. It won't work in another way.
Only with changing of the column-type you get numbers with decimal-places (and
the comma as separator) in the German language.
