Problem description: As described above. The comments should be shown close to
the footer and not on the top of the page
Steps to reproduce:
1. Open a document and attach a comment to the text and one to the footer.
Current behavior: The comment which is attached to the footer is shown on the
top of the page.
Expected behavior: The comment which is attached to the footer should be shown
close to the footer.
I've already posted a bug report with a screenshot and a document which shows
the issue on Launchpad:
