I think that the main confusion is whether to update bug dependencies together with the explanation comment or wait for someone to accept it. My suggestion is to update dependencies immediately if you are pretty sure that it is annoying for many users. You could just leave a comment if you are not sure. It is how it works now and I think that it works well. I agree with Rainer that we do not want long discussions about every bug. Most people nominate reasonable bugs. This is why the initial comment suggest to add the dependency immediately. By other words, both approaches are good.
