This is not a bug and you will see different behavior in 4.2. The issue is that
you must have the Sheet 2 prior to referencing it, else you actually get a #REF
error. I do see the change that you see with the instructions that you give but
if you first create Sheet2 and then do the formula in Sheet1 it works no
problem - so the issue is really again the #REF error and you will see this
clearer in LibreOffice 4.2 and it is expected when you are referencing a non
existent sheet.
