It's rather price we pay for capabilities of LibreOffice. "Heading 1" has - by default and in test document - "Keep with next paragraph" option checked in paragraph style -> Text flow tab. It ensurses that said paragraph will stay on one page with next paragraph (at least one line, depending on it's Text flow settings). But here we have many paragraphs that are supposed to be all kept on one page, yet they take three pages of text. You can't hold three pages of text on one page. LibreOffice is given contradictory commands and gets confused. For me, current behavior is clear visual indicator that styles are set wrong.
