Here are my results when I use a different Sinhala font:

(Testing on LO Version: 4.2.0.0.beta1 + Ubuntu 12.04.3)

REPRO STEPS:
- Install LKLUG font
http://packages.ubuntu.com/lucid/ttf-sinhala-lklug
http://sinhala.sourceforge.net/

- Open up LibreOffice and select 'LKLUG' font
- Typing regular latin characters works fine
- Several nearby Unicode chars work fine
(Use Ctrl+Shift+U, then 00AC (or 00AB), then the Enter key)
- U+00AD appears as a dash in a thin grey box

This makes sense, as U+00AD is a soft hypehn:

Correct. It looks like you're seeing a soft hyphen in your document.

Based on the character highlighted in your screenshot, it looks like you want
something similar to "SINHALA LETTER SANYAKA DDAYANNA" (U+0DAC):

The similarity of "D" to "0" between U+0DAC and U+00AD led me to test out
U+0DAD, but no luck there.

Is this a combining character?
