Problem description: 
It is not possible to input individual headers or footers per page. For
example, if I have a four page document, I cannot have a footer on just a
single page. Instead what I get is defining the next page's Header/Footer combo
in the previous page. That is, if I want a "Footer" style Header/Footer combo
on page two, I have to define it on page one with the "Format Header" drop
down.
Steps to reproduce:
1. Have a multi-page document
2. Attempt to define unique headers and footers for each page
3. Be frustrated

Current behavior:
You cannot define the header and footer for a page or collection of pages
uniquely from one another. The style and contents for a pages header and footer
are directly tied to each other. Also, changing the style for page 2 alters the
style for page 3 and 4. The best I ever got it was to have the footer on just
page 2 and 4. Unclicking "Same content on left/right" and "Same content on
first page" have, at best, done nothing, and at worst caused all of the
formatting to be the same.

Expected behavior:
I can define the headers and footers for a page directly at the page and the
headers and footers for other pages have no effect on this pages
headers/footers, style wise. It makes sense that headers with style "default"
would or could have the same content, but it does not make sense that changing
a particular pages style from "default" to "footer" would change the
header/footer style for every other page. Also, headers and footers should be
able to have their own styles from eachother (page 2 header is "default" style
and page 2 footer is "footer" style, f.e.).
I apologize if this is a little jumbled, I'm currently in between deadlines and
trying to write this bug report while also getting the formatting correct in my
documents (it's not possible, I am ~100% positive).
