I agree with J-B F.

If you insert an image in a header or footer, you must remember to anchor the
image To Paragraph, To or  As Character, whichever is appropriate. If you
anchor the image TO PAGE, it will belong to the page and not the header or
footer and will only occur on that particular page. By choosing different Page
Styles, for example LEFT / RIGHT page, you can have different heading and
footing images each set linked to that page style.

If you Anchor To Paragraph or To Character you have a choice of word wrap, but
not obviously As Character.

I find that this meets most of my needs, but I am not a publisher.  Regards
