Not blocking a lot of people, so setting priority back to normal.

It seems to me this is an issue that is very specific. When running LibreOffice
inside a terminal server instance I would suggest getting professional support.
Most companies listed here:
https://www.documentfoundation.org/certification/developers/ offer proffesional
support.

The problem with configurations like this is that there can be a lot of places
where problems are that aren't within LibreOffice, or are corner-cases and it
is probably best to contact people that know more about that.
