When selecting the formatting option for a cell of 'Fraction' and the format
'1234 10/81' the fraction is not displayed properly for the following ranges.
1/11 - 10/99 Any value between this range is improperly displayed as 0.
89/99 - 10/11 Any value between this range is improperly displayed as 1.
The decimal values for the above ranges are
0.0909090909 to 0.1010101010
0.8989898989 to 0.9090909090
