I think Julien is right, that the units "atm" and "at" are different and that they need two separate rows in the spec. Gnumeric circumvents the problem. It does not allow unit "at". Perhaps LibreOffice should do the same for ods format. That way the user notices that the result had been false, and newer documents will not be based on a wrong "at" conversion.
