In Ubuntu 12.04, I am finding that a cifs mount via /etc/fstab does NOT have this problem. It is only gvfs (via smb:// in nautilus) that doesn't lock the file. This problem also exists for other file types, so I don't know that it is a LibreOffice bug per se. But again, if I could understand the workaround from comment #2 it would help.
