So I just did everything that you suggested and I get A4 by default. 

The only thing I can think is that your global system locale is not correctly
set to English - UK or your libreoffice profile is screwed up somehow. So here

Marking as WFM as I followed the instructions to a t on Ubuntu 13.10 using
LibreOffice 4.1.3.2 and 4.2 RC1. 

If both of those fail I suggest emailing the user list and seeing if anyone has
any other suggestions.
