As with any dockable widget you move it around like dragging [1]. If you find
the designed area where it can be docked, a temporarily frame shows the final
position and the toolbar is docked when the mouse button is released.

But whether docked or not, Writer and Impress do not have separate settings for
toolbars/sidebars. Maybe Joel applied some magic configuration tweaks but I
struggle with this issue for years. 

Current version is 4.1.4.2 Arch Linux build-1.

[1] BTW: It would be a good idea to add a static header with a caption that not
only denotes the toolbar's content but allows easy grabbing too.
