I would agree (reproduced under LO 4.1.4.2, Win8). It would be good to have the
font color and highlighting feature in the TEXT FORMATTING toolbar.

Steps to reproduce:
1. Open a new document in WRITER
2. Go to the toolbar at the bottom and select TEXT (F2)
3. Draw a text box
4. Write "Test" into the textbox
5. Select this word "Test"

Result:
Go to the toolbar at the top and look for the font color icon. -> It is not
there.
To change the color you need to choose the CHARATER icon or to go to FORMAT ->
CHARACTER and then to select the tab FONT EFFECTS.
I think this is not user-friendly.

This feature is also inconsistent.
If you do the same in IMPRESS and DRAW you will have a FONT COLOR icon.

In addition from the point of view of ease of use the toolbars in the different
LO components (WRITER, DRAW, CALC, IMPRESS) should be harmonized (e.g. take a
look at the TEXT FORMATTING toolbar in the LO components).
