Problem description:
Steps to reproduce:
1. Open report builder
2. Place objects and create a report
3. Try to select objects in a section
Current behavior:
Report builder scrolls up to top of the report by selecting objects on top.
User cannot selects objects without selecting untargeted objects above.
Expected behavior:
Report builder should not scroll up to top of the report, without user coming
close to top of the visible area with mouse. Only scrolling should happen, when
user is coming close to edges. Otherwise report should not scroll anywhere to
allow user to select correct objects.
