Problem description:
Selecting the same range of cells for data validation in one direction does not
work the same as selecting the range in the opposite direction
Steps to reproduce:
1. Select a range of cells
2. Select Data - Validity
3. Select 'List' and enter items
4. Select the same range of cells in the reverse order
5. Select Data - Validity
Current behavior:
'All values' is the type
Expected behavior:
'List' would be the type and the values entered in Step 3 would be displayed
