There is a property LiveScroll that turns on and off "live scrolling". Live
scrolling, from what I can tell, is basically when you just move the scrollbar
grab up and down the app and the document/contents automatically move along
with it.
There are *no* applications that don't implement this any more. As such, it I
would consider this to be a feature that is no longer needed, and we can simply
our code if we get rid of it.
