Spreadsheet displaying behavior error

In the attached spreadsheet, a group of cells has conditional formatting set.
The condition is based upon a comparison of two values. When one of those
values changes, the cells should change formatting, but do not. However if I
scroll the displayable area off (down or sideways) screen, and then scroll
back, the conditional formatting is correct.

Specifically, the spreadsheet tracks auto maintenance. Cell C1 contains
current mileage. Cells B7-B59 contain an increasing series of mileages. The
conditional formatting statement is:
IF($Regular.$B8<=$Regular.$C$1,TRUE(),FALSE())
When the comparison is true, the cells become gray, indicating those mileage
ranges have already been passed.

Now if I change the value in C1, nothing displayed changes. But if I scroll to
a blank area of the spreadsheet and then scroll back to the data, the
formatting is now displayed correctly.

I am running LibreOffice 3.5.7.2 on Ubuntu 12.04.
