If I am understanding this right I cannot reproduce:

Steps:
1. Create new sheet and save as test1
2. Put values "1,2,3" into test1 A1, A2, A3 respectively (no quotes of course)
3. Save
3. Create New spreadsheet
4. In cell A1 of new spreadsheet do "= (and then alt+tab to other sheet and
highlight A1:A3" so you should see something similar to 
='file:///home/joel/Desktop/test1.ods'#$Sheet1.A1:A4

Then push enter, highlight A1 on new spreadsheet and push shift+f4, I get

='file:///home/joel/Desktop/test1.ods'#$Sheet1.A1:$A$4

As you can see it's now absolute values.

@Javier - are my steps correct? You are not seeing the $ at all? Unlike on a
single sheet, you will not see the $ before A1, only on the second value.

If you are seeing something different please attach spreadsheets that we can
play around with (simple ones) and give us info about your system. Feel free to
join your locale's mailing list if you need help translating to English. If you
are seeing something different also please mark the bug as UNCONFIRMED.
