Problem description: When opening a CSV file from Explorer, if a spreadsheet
window is already open, the import dialog is not raised to the front.
Steps to reproduce:
1. Start Calc
2. Double-click a CSV file in Explorer
Current behavior:
Import dialog is opened but appears underneath Explorer window
Expected behavior:
Import dialog is focused and raised to the front of the window stack
Operating System: Windows 7
Version: 4.2.0.4 release
