Reproducing: 1. Remove previous versions of LibreOffice (this is essential as Gatekeeper remembers running a previous version) 2. Install new version 3. Download language pack, in my case the Dutch language pack 3. Run language pack installer. You get the message that it is from a unknown, untrusted developer.
