@Maarten: Why is this a bug for you?  If you insert a table and insert a page
break before this table and set the page numbering start to 0 then the page
with the table should have the page number 0 (with a page break before this
table)?  Or is here a misunderstanding from my side?

Steps Done:
1. Open WRITER
2. Write a few lines of text
3. Go to INSERT -> FOOTER -> DEFAULT STYLE
4. Go to INSERT -> FIELDS -> PAGE NUMBER
5. Place the cursor inside the page after the text
6. Go to INSERT -> TABLE and press OK to insert a new table
7. Go to TABLE -> TABLE PROPERTIES -> tab TEXT FLOW
8. Check BREAK and WITH PAGE STYLE (page number is set to 0 and can be changed)

Result:
A page break is inserted before the table as expected and the page number of
the page with the table is 0 as expected.
