behavior of imported column in Date field of csv file

Problem description: 

Steps to reproduce:
1. go to https://www.otexts.org/fpp/using-r
2. Download the file robjhyndman.com/data/tute1.csv
3. View as text file, note first column is Mar-81, Jun-81, etc
4. Open (Text Import) in LibreCalc. In the popup, scroll down to bottom, note
that all entries in first column look correct.

Current behavior:
First column appears as Date, with 
format as 1981-03-01 (initially) instead of Mar-81.

Look at row 82 and those after that:

When year becomes 2001 (Mar-01), the format changes, and
treats the date as Month-Day, instead of Month-Year, and attaching a bogus year
of '14' to the date.


Expected behavior:
All entries in first column should look similar (Mar-81, Jun-81) as in the
'Fields' area of the text import popup, or continue to use the format used
through end of year 2000.
