editable protected section

Problem description: 

If a section is protected with password it can be still edited without
unlocking the protection of the section.


Steps to reproduce:

1. Create a password protected paragraph with text.
2. Select and right-click on the protected area.
3. Choose „Edit Paragraph Style” option button. 
4. Change the style, font type, size, background colour of the text.


There is another way to reproduce this issue:

1. Create a password protected paragraph with text.
2. Open the Styles and Formatting (F11) window.
3. Open the protected section's paragraph style for editing.
4. Change the style, font type, size, background colour of the text.


Current behavior:

Protected paragraph can be edited without unlock the protection.


Expected behavior:

LibreOffice should not let the user to edit the protected area.


Fact:

When a protected section is selected the tools on the toolbar are not
available.
