column show 2-decimal place number askew

I entered 2-decimal numbers in a cell and found some, not all, had the last
number "chopped off". So, instead of 3.00, only 3 or 3.0 would show. The "TO"
column is not a formatted time, just copy/paste. The "HOURS" was also copied in
but in order to try correcting, I manually typed the number too. The total was
calculation.
