in libre office 4.2 , WEBSERVICE and FILTERXML spreadsheet functions were added
for access to web data.
the only function left was : ENCODEURL() function missing in libreoffice 4.2

Please implment ENCODEURL() function of MSExcel for better compatibility with
MSExcel.
