I can confirm that removing the user profile and re-installing from scratch
solved the issue on Windows 7. I'm assuming the same will occur on Linux. For
now, the fact that it worked on one OS is good enough for me to close the bug.
Thanks for attempting to replicate, and for the maintainer feel free to change
the status to whatever is appropriate for something like this.

As an aside, I still wonder why a user profile on 2 different OSs could affect
.csv import so significantly.
