The picture shows a writer document with three times the same picture added.
After the middle picture the "extra space" was visualized by showing the
cursing before and after pressing the arrow key one down.

Problem description: 
If I add pictures to a writer document and format them (right click --> anchor?
--> as character/symbol?) (in german: Verankerung --> als Zeichen) and if I
place the cursor behind the picture and press enter then the cursor moves into
the next row. Now sometimes it procudes an "extra row space" and sometimes not.

Steps to reproduce:
CREATING EXTRA SPACE: The reproduction does not always work. Sometimes it works
changing the "anchor?" behaviour of the picture and then changing it back.
REMOVING EXTRA SPACE: One can simply remove the extra space by selecting the
image, then pressing CTRL+X and then pressing CTRL+V.
REMOVING EXTRA SPACE: Another interesting thing is that saving the document and
reopening it will remove the "extra row space". That is why I could not attach
a document showing the bug, instead I add a screenshot.

Expected behavior:
The "extra row space" is really annoying because there are situations where the
text flow should continue directly below the picture. But the workaround
(removing and adding the pciture) is quite easy.
