I'm not sure I follow you. I can't remove the paragraph marks in the table --
each table cell seems to require at least one paragraph mark.  There aren't any
extra paragraph marks in the tables of my test document.

And if I mark the two paragraphs in my Table 1 as "keep with next", that
doesn't solve the problem here.  Table 2 remains on page 2 even with plenty of
room on page 1.
