How to reproduce:

-Insert -> Manual break

2)
-Open Calc
- Right click on a cell
-- Format cell
-Borders
There you are again.
IS: Only [NONE] in the list
EXPECTED: (Speaking of manual breaks): Landscape, First page, Endnote, etc...
According to the bug prio flowchart
