This is a suggestion for a new feature in Writer.
Currently, vertical scrolling in LibreOffice Writer is very slow with eps or
svg. See this bug report for example:

It is hard to work efficiently in a document with eps or svg images without
disabling "Graphics and objects" display in Tools->Libre Office Writer->View.
Instead of disabling completely graphics display, would it be possible to have
an option so that Writer would render vector images as low resolution bitmap
images?
For example, in Scribus, images are rendered as low dpi bitmap images in the
"working mode". Moving images around is then very smooth and fast. It is
possible to activate a "preview mode" that allows a better rendering of images
if needed.
