You have installed LO 4.2.3.3. In LO 4.2.3.3 the Report-Builder should be integrated and in LO. You couldn't see the Report-Builder when opening Extras → Extension Manager. I have heard about people who missed the Report-Builder at this point and installed another Report-Builder as extension.
