Yes, you are missing something.  You are missing the "automatically 
created blank pages".  If you use a paragraph style that specifies an 
odd page, and the previous page was also odd, then a blank even page 
will be automatically created for printing.  I attached a sample .odt 
file and the .pdf created from LibreOffice (this shows what would be 
printed).  Look at the pdf and you will see the automatically created 
blank pages with no heading nor footer. OpenOffice has the same problem 
and there have been many complaints about it.  The ideal would be to 
have a page style specifically for automatically created blank pages.
