So please make sure that before launching from the cygwin terminal, LibreOffice is not already running (maybe you have quickstarter enabled or similar) The cygwin terminal must not immediately return with a prompt (the $ at the start of the line), but must be "blocked" for other commands until LibreOffice is quit. If you immediately get the prompt after running LO from cygwin shell, then it was already running.
