As mentioned on page 8 (Starting with no existing documents) you better can
make use of a template.

But, I can reproduce your behavior.
No need to do special steps:
* Start LibreOffice
* File > New master document
* In the toolbar you can not select any style other then 'default'. In Format >
Style and formatting you can.

Tested using Mac OSX 10.9 with LibreOffice 4.3b2.
