Problem description: 

Steps to reproduce:
1. Enter the value -0.001 in a cell
2. Change formatting to two decimal places only

Current behavior:
Value is shown as 0.00

Expected behavior:
Value should be shown as -0.00. Why? Because when it is used in a computation,
say we multiply it with a positive value, the result shown is negative and
appears to be wrong because it appears we are multiplying two positive numbers.
