Problem description: 
Normal navigation within a table is to tab from cell to cell.  If the cell
contains content that has internal tabbing (bullets, numbers), navigation stops
and continued tabbing creates tabs within the cell where the first tab was
encountered.

Steps to reproduce:
1. Create a standard table (3 columns by 3 rows) and fill the cells with text,
making sure to have multiple paragraphs within the cells. 
2. In one of the middle cells, number the paragraphs.
3. Starting in the upper-left cell, tab from cell to cell.

Current behavior:
The tab-to-cell behaviour will stop as soon as the internal tabs of the
bulleted paragraphs is encountered.

Expected behavior:
Pressing the tab character should take the user to the next cell within the
table.  Additionally, the total content of the cell should be selected.
