During that reading, i see how you can achieve outline view with the navigator dialog. All you have to do is set your regular text to one of the heading styles you are not using, i chose 'Heading 10', and then in the navigator dialog, click the 'content view' and then you'd be able to drag and drop items. Let me know what you think.
