To reproduce:
1. Click on the horizontal ruler on top.
Expected behaviour: Create a new left-oriented tab on the spot where clicked,
which can be dragged around.
Current behaviour: Nothing.
In fact, I don't see any tabs at all even though tab stops do appear to be
working and I can configure them through the popup menu (and guessing at
measurements).
