Priority/Severity is just used to give pointers to the developers but even if it's marked Critical - Highest, developers can choose not to fix it (this is a volunteer project and we don't push bugs on developers). That being said, we try to stick with a workflow to keep priorities sane - this one I explained why it belongs where it does. Also - this has been around for years (since OOo days) and we have a total of 24 comments (many of them by the same users/QA staff), indicating that many people aren't seeing the problem. Patches more than welcome if you want to have a go at it.
