Problem description:
Steps to reproduce:
1. Open a spreadsheet document
2. Right mouse click on a cell with an existing comment
3. Select insert comment to edit
Current behavior:
Comment window opens but across row boundary and cannot be moved. If attempting
to insert the cursor to the right of the row boundary, text is selected instead
of the cursor appearing. To the left of the row boundary the cursor appears but
will not move past the row boundary
Expected behavior:
Comment window should be able to be moved and the cursor inserted anywhere in
the whole comment window.
