Thanks Jay. The key change seems to be this diff in word/numbering.xml:

1378c1378,1379
<         <w:b w:val="0"/>

>         <w:b/>
>         <w:bCs w:val="0"/>

Line numbers 1378-79 indicate <w:abstractNum w:abstractNumId="20"> which I
believe is a character style, although of a different type?
