This is a bug that will indeed "substantially impair the ability for a user to create and maintain work": if file modification dates are corrupted, fundamental workflows can be broken. Data about data can be as important as the content itself. The fact that multiple respondents are reverting to the 4.1 series to get their work done proves my point. (Having said that, I'm not going to tinker with the bug further.
