After opeining Writer, and creating a new footer, click on Footer and then on
"Border / background". You need a german UI. With German UI on Win XP SP3 there
is " (Inch), but there should be "mm"

It is right, if you open and close the "Paragraph" dialoge once before.
The reporter (it's not me) thought, that a variable (which unit of measurement
will be used) is not checked at the "Border / background" Dialog.
I can not confirm it on Win7 x64 SP1 with the same LibO Version.
For testing purpose a new user-dir had been created.
