Removing two of the last three characters (+1) in the formula,
INDEX($B$6:$B$66,MATCH(" Total 6500 Taxes and Licenses",$A$6:$A$66,0)+1),
seems to give you
INDEX($B$6:$B$66,MATCH(" Total 6500 Taxes and Licenses",$A$6:$A$66,0)),
and then gives an error (Err:511). When you look at the formula again you see
INDEX($B$6:$B$66,MATCH(" Total 6500 Taxes and Licenses",$A$6:$A$66,0)+):
apparently, removing +1 has only removed the 1, not the +.
Now removing the + gives a formula that works.
