It's a common bug both here and on Ubuntu's bug tracker. Users for whatever
reason do not have any dictionaries installed, but spellcheck still runs fine
checking nothing.

To reproduce I used a cloud instance, removed aspell and hunspell (using
aptitiude), and did not install any of these packages:
libreoffice4.3-dict-en_4.3.0.4-4_amd64.deb
libreoffice4.3-dict-es_4.3.0.4-4_amd64.deb
libreoffice4.3-dict-fr_4.3.0.4-4_amd64.deb
