As Mario and Raal point out, files with a single empty line seem to fit within
the generally-accepted guidelines for the CSV file format.

If you're having a problem with MySQL dealing with these files, perhaps you
could run the csv files you export from LibreOffice through sed to strip blank
lines?

  sed '/^$/d' my-csv-file.csv > cleaned-csv-file.csv
