Problem description:
Steps to reproduce:
1. open new spreadsheet
2. click in a cell
3. navigate menus to Format -> Conditional Formatting -> Manage
4. click the Add button
5. use drop down menu to change cell value is to formula is
6. crashes
Current behavior:
crashes
Expected behavior:
let me enter a formula and fill in the rest of the dialog box etc.
