Not a bug from LibreOffice: you should set user data so that LibreOffice could
know that it is you who created and reopened the file.
To do that: menu Tools > Options > LibreOffice > User Data.

Please, try that and and check if that solve the problem for you. 
Note: before testing you must remove the lock file attached to the document
because this lock has not been removed by LibreOffice on closing the document
(it has not been closed). This lock file has a name in the form
.~lock.filename#. The dot in front of the name means that the lock file is
hidden. 

Set status to NEEDINFO. Please set it back to UNCONFIRMED once you have
provided requested informations. Thank you for your understanding.
